Google chose to store and serve the page.
A site can be discoverable but not indexed. A site cannot be indexed if it is not discoverable. Most early stage issues are discovery, not quality.
Baseline focuses on discovery level signals like sitemap availability, robots access, HTTPS enforcement, and canonical presence.
